Currently (in the UK) we have many ongoing wars in the middle east (for right or wrong, Im not here to speculate on that) in the UK our current terrorists of choice are Middle eastern (although the UK/Ireland thing is flaring up again, we have no ETA, we have no Junta) and for the Uk public to relate to this story telling it would require the characters to be middle eastern.
